Singapore-Malaysia Vaccinated Travel Lane-Land (VTL-Land) by Bus
The Singapore-Malaysia Vaccinated Travel Lane-Land (VTL-Land) by Bus launched on 29 November 2021 with 2 VTL bus routes operated by Causeway Link and Transtar Travel as part of the first phase of the land VTL. With the introduction of Vaccinated Travel Lane-Land (VTL-Land) between Singapore and Malaysia via bus on the Johor-Singapore Causeway, passengers are allowed for quarantine-free travel between Singapore and Malaysia.
From 1 April 2022, the VTL buses will be rebranded as Vaccinated Travel Bus Services (VTBS) with the reopening of the Singapore-Malaysia land border without quarantine and testing for vaccinated travellers.

🚌 VTL Bus Procedures To Enter Singapore 🇲🇾➡️🇸🇬 until 31 March 2022 only

Eligibility of Travellers
VTL-Land travellers to Singapore must be a Singapore Citizen, Singapore Permanent Resident, Holder/In-Principal Approval (IPA) holder of a Singapore-issued Long-Term Pass (i.e. Work Pass Holders, Student’s Pass Holders, or Long-Term Visit Pass Holders), or Malaysia Citizen.
Singapore-Malaysia Travel History
Travellers must have remained in Malaysia, any other VTL or Category I country/region as recognised by the Government of Singapore, and/or Singapore in the last 14 consecutive days before arrival in Singapore.
Pre-Departure Test (PDT)
Travellers must test negative in a valid pre-departure COVID-19 Antigen Rapid Test (ART), Rapid Testing Kit (RTK), or Polymerase Chain Reaction (PCR), within 2 calendar days before departure for Singapore, taken at a laboratory or centre that is accredited or recognised by the Malaysia Ministry of Health. Self-test without certificate is not allowed. Travellers must have a valid negative pre-departure COVID-19 ART or PCR test result certificate (electronic or physical copy).
Children aged 2 years and below in the calendar year are not required to undergo these tests.
Vaccination Status
All VTL travellers must have been fully vaccinated and present a digital proof of vaccination that is recognised by the Singapore authorities, issued in any VTL country or Singapore. This is necessary to guard against forgery and verify that the certificate is issued by a trusted issuer and belongs to the VTL traveller.
Unvaccinated travellers who are aged 12 and below in this calendar year can travel to Singapore via the VTL (Land) if accompanied by a fully vaccinated VTL traveller.
Singapore Citizens, Permanent Residents and Long-Term Pass Holders who have been vaccinated overseas (i.e. issued with foreign digital vaccination certificate outside of Singapore) are reminded to upload their vaccination certificate in the electronic health declaration card via the electronic SG Arrival Card, prior to arriving in Singapore.
Designated Bus Services
Travellers on VTL (Land) must arrive by designated VTL (Land) bus services. Travellers who arrive via other means (e.g. private transport or walking across the Causeway, etc.) will be subjected to prevailing border control measures, which include serving a 7-day Stay-Home Notice.
Designated bus services entering Singapore via the Causeway:
Transtar Travel will operate 32 daily designated trips (i.e. 16 trips from Malaysia to Singapore and 16 trips from Singapore to Malaysia) between Woodlands Temporary Bus Interchange in Singapore and Larkin Sentral Bus Terminal in Johor Bahru.
Causeway Link will similarly operate 32 daily trips between Larkin Sentral Bus Terminal in Johor Bahru and Queen Street Terminal in Singapore. The maximum capacity for each VTL-Land designated bus is 45 fully seated passengers per trip.
Bus ticket will go on sale on 25 November 2021 at 0800 hours. Tickets will be released for sale 30 days ahead. Travellers are also required to purchase their bus tickets at least 3 days prior to the date of departure. The websites of the appointed bus operators are:

SG Arrival Card
All travellers are required to submit the SG Arrival Card with Electronic Health Declaration via the ICA website (https://go.gov.sg/sgarrivalcard) or through the SG Arrival Card mobile application that can be downloaded for free from either the App Store (iOS) or Google Play (Android). This must be done 3 calendar days prior to their arrival in Singapore. The SG Arrival Card replaces the paper disembarkation/embarkation card (also commonly referred to as the “white card”) which has been discontinued since 27 March 2020 and is no longer accepted at the checkpoints. The SG Arrival Card is a free service. The ICA does not support or endorse service providers providing paid services for the submission of the SG Arrival Card.
Vaccinated Travel Pass (Land)
Singapore Citizens, Permanent Residents, Long-Term Pass holders and their respective In-Principle Approval (IPA) holders (except Work Permit holders), and children aged 12 and below accompanied by vaccinated travellers do not need to apply for Vaccinated Travel Pass (Land) for entry via VTL (Land).
Work Pass Holders must apply for Vaccinated Travel Pass (Land) at https://eservices.ica.gov.sg/STO1/VTL.
Travellers should purchase their bus tickets and have the necessary documents ready, before they depart for Singapore. Document verification will be conducted prior to boarding of the designated buses.

Pre-Boarding at Larkin Sentral
Passengers must check in at least 1 hour earlier of departure time at Larkin Sentral. Staff will check for the following documents before boarding the bus:
- Bus ticket (physical hardcopy required)
- Passport
- Vaccinated Travel Pass (physical hardcopy required)
- Vaccination Certificate with QR Code (via Notarise portal / HealthHub / TraceTogether / MySejahtera, physical hardcopy is required)
- A negative Pre-Departure Test (PDT) result (physical hardcopy required)
Special Note: Travellers must carry along an electronic or physical copy of the documents and present them to immigration officers and Causeway Link staff before boarding the bus. Passengers who fail to comply will be denied boarding.
Post-Arrival Antigen Rapid Test (ART) within 24 hours
All vaccinated travellers travelling in to Singapore under Vaccinated Travel Lanes (VTLs) and Category (I) areas will only need a post-arrival Unsupervised Self Swab (USS) Antigen Rapid Test (ART) within 24 hours of their arrival into Singapore from 15 March 2022.
Antigen Rapid Test (ART) kits can be purchased from Singapore pharmacies, supermarkets, and other authorised retailers. You are also allowed to bring to Singapore up to 20 COVID-19 self-test kits approved in the country of embarkation.
Travellers are required to report their Unsupervised Self Swab (USS) Antigen Rapid Test (ART) test result at https://www.sync.gov.sg/ before proceeding with their activities. Singapore Citizens, Permanent Residents, and Long-Term Pass Holders (LTPHs) with SingPass accounts should log into Sync using SingPass to submit their results. LTPHs and Short-Term Visitors (STVs) without SingPass accounts should log into Sync using their passport number, date of birth and nationality.
Travellers are only allowed to take public transport and proceed with their activities after testing negative on the ART. If travellers wish to depart from the arrival immigration to a testing centre or to isolate at their place of accommodation before submitting a negative test, they can only take private transportation, taxi, or private hire car.
The post-arrival test is not applicable to children aged two and below in this calendar year (i.e. born in or after 2020).
Vaccinated-Recovered Travellers who are fully vaccinated and certified positive for COVID-19 between 7- 90 days (inclusive) before departure for Singapore do not need to take any ART, and can go about their activities upon disembarking while complying with the latest public health measures.

Eligibility of Travellers
VTL-Land travellers to Singapore must be a Malaysia Citizen, Malaysia Permanent Resident, holder of a Malaysia-issued Long-Term Pass, or Singapore Citizen.
Singapore-Malaysia Travel History
Travellers must have remained only in Singapore or Malaysia in the last 14 consecutive days before arrival in Malaysia.

Malaysia Citizens, Permanent Residents and Long-Term Pass Holders who have been vaccinated overseas (i.e. issued with foreign digital vaccination certificate outside of Malaysia) are reminded to upload their vaccination certificate in MySejahtera under “I have received my vaccination overseas and would like to obtain my digital certificate in MySejahtera”.

A supervised on-arrival Rapid Testing Kit (RTK) Antigen Test (RM60) is conducted for VTL-Land passengers arriving in Malaysia at Larkin Sentral.

Singapore Looking At Singapore-Malaysia VTL Train
Singapore’s Minister for Trade and Industry Gan Kim Yong said on Wednesday, 24 November 2021 that “Whereas the next step is probably looking at the possibility of allowing the train between Singapore and Malaysia to also tap on this VTL land access, so that Singaporeans and Malaysians can then also make use of (the) train to travel. But both bus and train are more manageable because they have a fixed capacity.”. Source: CNA

However, the Singapore-JB VTL Train cannot run immediately due to Gemas-Johor Bahru Electrified Double-Tracking Project (EDTP) progress and track closure from 23 November 2021 till at least May 2022.
