Raffles Medical Changi Airport Terminal 3 Pre-Departure Antigen Rapid Test (ART)
Raffles Medical Group provides Pre-Departure Antigen Rapid Test (ART) at their clinics. On the date that I needed to do mine, which was on New Year’s Day, 1 January 2022, most clinics in Singapore were closed. However, Raffles Medical Changi Airport Terminal 3 is open 24 hours, 7 days a week, which is where I managed to book an appointment for.
Guess where I was headed to?
Hint: There’s a 10% discount on pre-departure tests at Raffles Medical clinics in Singapore with a partnership with Singapore Airlines (you don’t need a Singapore Airlines ticket for the discount), but I was not able to proceed with the discounted booking as my destination was not in the airport list of Kuala Lumpur, Ipoh, Penang, or Kuching.

Raffles Medical Changi Airport Terminal 3 is located at the south of Basement 2 after Kopitiam and Four Fingers.
Turn right into the gap and you will see Raffles Medical Changi Airport Terminal 3 ahead.

Raffles Medical
There’s a counter with a staff checking for your health declaration and appointment booking.
After fulfilling the steps, I was issued with a queue number for registration in the main Raffles Medical clinic.
Raffles Health Screeners
After about 10 minutes, the same staff proceeded to gather all ART personnel to move to the other side at Raffles Dental and Raffles Health Screeners for ART registration.
The ART swab was very quick and easy, which was done in less than a minute including reconfirming my details.
Once done with the fuss-free swab, I was directed to the cashier in the main clinic to make my payment of S$30.
After about 15 minutes, my test results were provided in hardcopy and email format.
COVID-19 Test Result
The emailed COVID-19 Test Result is in .pdf and .json formats. The .json format, known as HealthCert, or more commonly understood among Singapore travellers as “Notαrise”, is a tamper-proof and verifiable digital version of the Test Result created by the Singapore Government, ensuring a smooth travel process with its interoperability and ease of verification as they are also in line with international standards.
MySafeTravel
I tried then uploading the COVID-19 Test Result HealthCert QR code on to MySafeTravel, but the Notαrise QR code does not work with a conflicting message saying “COVID19 test certificate cannot be verified due to unavailability of a QR code or the QR code is invalid. Please ensure that you have uploaded a verifiable Healthcerts COVID 19 test certificate. https://www.notarise.gov.sg/“.
I then tried uploading the COVID-19 Test Result EU Digital COVID Certificate QR code on to MySafeTravel, but it still does not work with a message saying “Name of traveller does not match name on certificate. Please update your traveller details with the correct traveller name or ensure that the uploaded health certificate is updated with the correct name. Please ensure that you have uploaded a verifiable Healthcerts COVID19 test certificate. https://www.notarise.gov.sg/“. This is probably due to my surname being in a different position based on the fixed first name and family name fields.
Either way, the rejection error came with a statement saying “Note: You may still bring a digital / hardcopy COVID19 test certificate for manual verification at the entry-point.”, which was exactly what I did.
And I visited JB again smoothly without any issues.
