Malaysia VTL (Air) Changes To Up-To-24-Hour Home Surveillance Order (HSO)

Up-To-24-Hour MySejahtera Home Surveillance Order (HSO) For Malaysia VTL (Air) Passengers

In what I think is a strange step backwards, Malaysia has changed VTL (Air) on-arrival procedures as of 16 March 2022 from an easy up-to-3-hour wait at the airport for your negative COVID-19 RT-PCR screening test results to an up-to-24-hour wait at home with a new MySejahtera Home Surveillance Order (HSO) for your COVID-19 RT-PCR screening test results. This is to “provide greater flexibility and comfort to VTL travellers” as stated by Managing Director of Malaysia Airports, Dato’ Iskandar Mizal Mahmood.

Old Malaysia VTL (Air) On-Arrival Procedures until 15 March 2022

  • Arrive in KLIA or klia2
  • Take 1-hour or 3-hour COVID-19 RT-PCR screening test
  • Receive negative result
  • Proceed for immigration, baggage reclaim, and customs
  • Free to leave the airport by any means and proceed with activities

New Malaysia VTL (Air) On-Arrival Procedures from 16 March 2022

  • Arrive in KLIA or klia2
  • Take COVID-19 RT-PCR screening test
  • Proceed for immigration, baggage reclaim, and customs
  • Receive MySejahtera Home Surveillance Order (HSO)
  • Leave the airport to declared accommodation in MySejahtera Home Surveillance Order (HSO) only by private transportation, taxi or private hire car (eg. Grab)
  • Wait for test results which will be provided within 24 hours
  • MySejahtera Home Surveillance Order (HSO) lifted within 24 hours
  • Free to proceed with activities

Perhaps the most inconvenient aspect of this new Up-To-24-Hour MySejahtera Home Surveillance Order (HSO) is that passengers arriving in Malaysia under the VTL (Air) can no longer leave the airport by any means, but must proceed directly to declared accommodation only by private transportation, taxi or private hire car (eg. Grab). You cannot take a bus or the KLIA Ekspres train freely out of the airport any more.

The old Malaysia VTL (Air) 3-hour PCR test was already at a disadvantage to the super-fast VTL-Land testing procedure at Larkin Sentral for those eligible to travel under it. This new Up-To-24-Hour MySejahtera Home Surveillance Order (HSO) will put VTL (Air) passengers at a further disadvantage despite paying a lot more for their air ticket as they are now stuck for a legal quarantine while they wait for test results which will be provided within 24 hours, as compared to the few minutes taken at Larkin Sentral.

Hopefully, this new Malaysia VTL (Air) procedure only lasts for 2 weeks until the new procedures from 1 April 2022 kicks in when Malaysia reopens borders.

  1. If they still insist on pre-departure PCR before entering Malaysia then I for one will not be entering Malaysia When it becomes a choice of PCR or ART I will then start booking. It’s also another nail in JB’s coffin.

    Is it possible to get the MySejahtera app from outside Malaysia? Or are you supposed to do it when you arrive at the airport.

    1. You need to download it before going to Malaysia – it’s a prerequisite for your pre-departure form.

  3. If you are having trouble with putting in your ‘state’ someone told me that they are asking which state you will be staying in and not the one you live in. Haven’t tried it myself yet.

  4. Agree that it’s a step backwards, inconveniencing travellers especially for those going to places other than KL or Penang. Funny that it is still RT-PCR for VTL while the on-arrival test for general travel after 1st April is RTK-Ag.

    Actually why bother with the rule change when the border is slated to open for general travel in two weeks’ time and Air VTL would be redundant. Should just scrap the VTL.

  5. They are still charging 1.5 and 3 hours PCR test result. My problem now is that I my transport to destination is the next day morning.
