This bus, PC3596Y, has a full Desaru Coast Malaysia exterior advertisement and is SPAD-registered. It’s likely that this bus was used for Singapore to Desaru Coast bus services before COVID-19, or was meant for Singapore to Desaru Coast bus services which is not happening now.
The seats have a reasonable amount of legroom with good recline, which will be too good if the bus is full resulting in a very uncomfortable and/or angry seat neighbor behind you. This picture shows the upright state of seats before any recline.

The journey from Marina Bay Cruise Centre Singapore to HarbourFront Centre takes only 11 minutes.
The Dream Cruises Free Shuttle Bus Service drops off and picks up at the Singapore Cruise Centre or SCC@HarbourFront coach stand on Level 1. This is the same place where Aeroline buses depart for Corus Hotel Kuala Lumpur in good times.
As I am an arriving World Dream cruise passenger, the friendly bus driver simply waved goodbye as he reversed back out to return back to Marina Bay Cruise Centre Singapore.
If you are a departing World Dream cruise passenger with an early swab test timing, do check with the driver on the return timings you can catch the bus back to Marina Bay Cruise Centre Singapore for your check-in.

The doorway leads to the Singapore Cruise Centre arrival hall where passengers from ferries from Batam and Tanjung Balai Karimun, and mid-sized and smaller cruise ships use during good times. I wish there could be a new bus service 400A like in the best Marina Gardens time after a good barbeque, bowling session, or fireworks show where 400A would operate frequently to cater to the big crowds, operating between Marina Bay MRT Station and looping around Marina Gardens only, but in this new case, pairing it with cruise timings of World Dream and Quantum of the Seas arrivals and departures so that passengers won’t be left hanging in Marina Bay Cruise Centre Singapore.
While currently stuck with low-frequency public transport from Marina Bay Cruise Centre Singapore, Dream Cruises saves the day for now with their free shuttle bus service from Marina Bay Cruise Centre Singapore to HarbourFront Centre.
